(1) In accordance with Section 10 of the Act, candidates recommended by the Public Service Commission through open competition shall be appointed by the authority within thirty-five days in the case of the official level position and fifteen days in the case of the assistant level position from the date of filing of the recommendation letter and the notification of such appointment shall be given to the concerned candidate by speedy means.
(2) If the notification given in accordance with sub-rule (1) is not received by the candidate or if the notification is returned, a notification will be published in the public newspaper giving a period of one month to the relevant candidate to come and understand the appointment letter.
(3) If the concerned candidate does not come to understand the appointment letter even within the deadline as per sub-rule (2), the alternative candidate recommended by the Public Service Commission may be appointed in the order of merit. The notification of the appointment made in this way must be sent to the Public Service Commission within fifteen days from the date of appointment.
